What is a living wage in Canada?

The hourly rate a worker needs to cover basic expenses and participate in their community, calculated separately for each community under the Canadian Living Wage Framework. It assumes a household of two working parents and two children, and is calculated net of taxes and government transfers. It's not a legal minimum that's the minimum wage, set by each province.

Is the living wage for one person or a family?

For a family. The reference household is typically two working parents and two children, with both parents earning the living wage. It is not what one person needs to live a single adult in the same community generally needs less, though not proportionally less, since housing costs can't be split.

What's the living wage in Toronto?

The Ontario Living Wage Network calculated the Greater Toronto Area rate at $27.20 an hour in November 2025. At 35 hours a week that's about $49,504 a year. Ontario's minimum wage is $17.60, rising to $17.95 on 1 October 2026 a gap of $9.60 an hour.

How is a living wage different from minimum wage?

The minimum wage is a legal floor set by government under employment standards legislation, and it's mandatory. A living wage is calculated by independent research organisations from actual local costs, published annually, and adopted voluntarily by employers. The living wage is higher in every Canadian community where both are published.

Who calculates living wage rates in Canada?

A network of regional organisations using the Canadian Living Wage Framework, developed by the Canadian Centre for Policy Alternatives. Living Wage BC covers British Columbia, the Alberta Living Wage Network covers Alberta, the Ontario Living Wage Network covers 10 Ontario regions, and the CCPA covers Saskatchewan and the Atlantic provinces. Quebec's IRIS publishes a separate measure called revenu viable.

What does the living wage budget include?

Shelter, food, childcare, transportation, clothing, healthcare not covered by public plans, adult education and a small contingency. It excludes debt repayment, retirement savings and home ownership, and assumes the household rents rather than owns.

Why do living wage rates vary so much between cities?

Because they're calculated from actual local costs. Housing, childcare and transport differ enormously across Canada. In Ontario the GTA rate is $27.20 while Windsor Essex is $21.50. In Nova Scotia, Halifax's rate is 17% higher than Cape Breton's.

How many hours a week are living wage rates based on?

Living Wage Canada calculates on a 35 hour week, though provincial networks vary. It matters: at the GTA rate of $27.20, annual gross income is $49,504 at 35 hours, $53,040 at 37.5, and $56,576 at 40. Always check the basis before annualising a rate.

Do government benefits affect the living wage?

Yes, directly. The calculation subtracts child benefits, tax credits and provincial programmes, then works out the wage needed to cover the remainder. More generous benefits lower the living wage. The CCPA's Atlantic report found Prince Edward Island's provincial child benefit offset that year's cost increases for the reference household.

When are living wage rates updated?

Annually. Most provincial networks published their 2025 rates in November 2025 Ontario, Alberta and British Columbia all within a few days of each other. The CCPA's Atlantic report follows a different schedule, published in August 2025.

What if my community doesn't have a published rate?

Roughly 60 to 80 Canadian communities have published rates. If yours doesn't, you can use the nearest published rate as a reference adjusted for housing costs, or use our household calculator to build an estimate from local costs. An estimate is not an official living wage rate, and shouldn't be cited as one.

It is not a legal minimum. That's the minimum wage, set by each province and territory under employment standards legislation. A living wage is a research output calculated by independent organisations, published annually, and adopted voluntarily by employers who choose to.

The two numbers answer different questions. The minimum wage is what an employer must pay. The living wage is an estimate of what covering the basics in that community actually requires.

They are not close. In the Greater Toronto Area the gap is $9.60 an hour roughly $17,472 a year for someone working 35 hours a week.
